Job Purpose:

United Nations Population Fund (UNFPA) Country office in Georgia, together with United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) is implementing “Gender Equality for Georgia – (GE4G)” project, with funding from EU represented by the EU Delegation in Georgia. The timeframe for the initiative is three years (36 months), starting from February 2024.  The overall goal of the project is to support Georgia to advance in addressing gender equality gaps. The project has two specific objectives, which contribute to reaching the overall goal of the action, namely: 

1) Legislation, policies, and capacities are in place for gender-responsive policy making and budgeting to ensure greater gender equality and prevention of GBV; 

2) Gender stereotypes, social norms, and attitudes transformed in support of women’s empowerment, greater participation in political and economic life, and combating of GBV.

Through the project, UNFPA and UN Women will promote strengthening the capacities of the public institutions at national and local levels to address gender equality gaps, in particular those related to gender-sensitive policy making and budgeting, ensuring measures for preventing and responding to GBV, and supporting empowerment of women and girls. Project will also ensure that legal frameworks and policies on prevention and response to GBV, gender equality and women’s empowerment are based on evidence gathered through sex-disaggregated data collection. Moreover, the action will address gender equality gaps by transforming social norms and gender stereotypes that condone gender inequality and GBV through awareness-raising interventions and engagement with girls and women, boys and men across national and grassroots levels. Civil society partners will be engaged by the action especially in the field of awareness-raising to facilitate the transformation of social norms and stereotypes. 

The project takes a holistic approach with three interrelated levels (national, local and grassroots) and applies human-rights based and gender-transformative approaches. 

The interventions under the GE4G project (UNFPA component) will take place nationwide with particular focus on Tbilisi, and the region of Kvemo Kartli and Samtskhe-Javakheti. The target population of the project is: society at large, women, men and youth with special focus on groups that are left behind, such as rural women and girls and ethnic minority population.

You would be responsible for:

Overall responsibilities:

The Project Assistant will be responsible for the provision of programmatic, administrative and financial support to the implementation of the project, in alignment with relevant UNFPA rules, guidelines, processes and procedures. The Project Assistant will work in close collaboration with the Administrative/Financial and Programme staff to exchange information and ensure consistent service delivery. 

Specific responsibilities: 

  • Provides significant input into arranging project activities, including supporting Programme Manager in arranging venues, materials, helping in preparation of the presentations, drafting meeting minutes. 
  • Elaborates project budget under the supervision of the Programme Manager, develops tools and mechanisms for the efficient financial monitoring of the project, and provides accurate and up-dated financial information for further planning. 
  • Contributes to the preparation of programme and financial reports by collecting information, preparing tables, drafting selected sections of the report etc. 
  • Keeps track of all project related transactions, including filing of contracts with staff, receipts, checks, inventory of purchased equipment, materials under the project in order to ensure information needed for auditing purposes be easily available; maintain tracking, monitoring and/or reporting systems regarding allocations and expenditures.
  • Assists with project related procurement of services/goods and ensures that procurement is in accordance with UNFPA Procurement Procedures: collects supporting documents; obtains price quotations and prepares comparative tables; makes logistical arrangements for the delivery; obtains Receipt and Acceptance reports from national counterparts.
  • Assists in the archiving, filing, and maintenance of project documents. Compiles relevant background materials and prepares briefs and summaries if requested. Maintains database of public information contacts and potential donors. 
  • Provides logistical support to project events by gathering and compiling data and information for the preparation of events documents, speeches and position papers.  This includes (but is not necessarily limited to) preparing and distributing COA authorization letters; collecting and following up on nominations and registration; preparing a list of participants.
  • Coordinates (local/international) travel arrangements and logistical issues including shipments and customs clearance; makes necessary arrangements for the project staff and international and national experts missions, manages visa requirements, advises the stakeholders on all aspects of mission programming and logistics.
  • Performs duties assigned by Quantum role - including supplier registration, raising requisitions and preparing payment requests in AODOC. 
  • Assists Programme Manager in supervising and directing implementing partners. Provides necessary support to the partners to ensure their alignment with UNFPA Rules and Regulations.
  • In coordination with Programme Manager and the Country Office’s Monitoring and Evaluation focal point collects and processes information relevant to project monitoring and evaluation.
  • Translates and drafts letters and other project documents as well as provides oral translation as may be assigned by country office management.
  • Provides backstopping support, as necessary to the Programme Manager.
  • Performs other duties as assigned.

Qualifications and Experience: 

Education:  

Bachelor’s degree or equivalent in Business Administration, Public Administration, Human Resources, Finance and related fields is desirable.

Knowledge and Experience: 

  • Minimum of 3 years with a Bachelor's Degree of relevant working experience in programme development, Administration and Finance in private sector, and with national or international organizations;
  • Experience in providing project support and/or coordination of activities with NGOs, UN agencies and/or EU institutions, or other donor or international organizations is desirable.
  •  Experience in preparation of presentations, meetings and administrative documentation for projects is desirable
  •  Experience of managing budget and finance of complex projects, programmes, or initiatives is an asset;
  • Experience with Microsoft Office applications, high proficiency in the use of MS Word, Excel and PowerPoint.
