Job Description
The Position:

The Project Analyst (PA) will work for the UNFPA Georgia Country Office, and in close collaboration with the national implementing partners and other stakeholders and partners will coordinate and manage overall implementation of activities envisioned under the “EU 4 Gender Equality: Together against gender stereotypes and gender-based violence in the EaP countries” (EU4GE) phase II of the project and achieve targeted results. The PA will also support the implementation of the activities in the country work plan related to the programme. 

The PA will report to UNFPA/Georgia Head of Office.

United Nations Population Fund (UNFPA) Country office in Georgia, together with United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) is implementing “EU 4 Gender Equality: Together against gender stereotypes and gender-based violence in the EaP countries” phase II, funded by the European Union. The timeframe for the initiative is two and half years (30 month), starting from January 2024.  The overall goal of the project is to is to ensure equal rights and opportunities for women and men of the Eastern Partnership Countries in family and public life. The project has one specific objective and three outputs, which contribute to reaching the overall goal of the action, namely: 

Specific Objective: Reduced gender discriminatory attitudes and practices between women and men in institutional and community spheres, including unpaid domestic and care work. 

Output 1. Improved capacities and tools of institutions, civil society organisations and other key stakeholders to address gender inequalities and discriminatory stereotypes and roles.

Output 2: Increased knowledge and awareness of target populations on women's rights and gender-based discriminatory social norms

Output 3: Improved public-private support measures to promote engaged fatherhood practices and family-friendly policies.

The second phase of the EU 4 Gender Equality “Together against Gender Stereotypes and Gender-Based Violence” programme in the Eastern Partnership countries will continue to respond to discriminatory gender stereotypes which are the root causes of gender inequalities. The second phase of the programme, to be implemented by UN Women and UNFPA, complements existing United Nations programmes and partnerships and builds on the results achieved in the first phase, lessons learnt and recommendations from the evaluation of this joint programme. It further builds on and creates synergies with other programs funded by the European Union. The key objective of the second phase will be to reduce gender discriminatory attitudes and practices between women and men in institutional and community spheres, including unpaid domestic and care work.  The objective will contribute towards prevention of gender-based violence and have a strong focus on working with men and youth as agents of change. 

The programme will continue targeting government bodies, civil society organizations, including women’s and youth organizations, and direct beneficiaries in the respective countries, as well as faith-based organizations, the non-state actors and educational institutions which proved to be a good entry point in the first phase to engage men as allies for gender equality. The programme also targets policies related to family, such as parental leave regulations. 

The interventions under the EU4GE Phase II UNFPA component in Georgia will focus on Guria and Imereti regions, and the capital Tbilisi. The target population of the UNFPA component in Georgia is society at large, women, men, young fathers and youth, applying the leaving no one behind principle whenever its appropriate and relevant for the intervention.

Job Purpose:

You will be contracted by UNFPA Country Office in Georgia to ensure implementation of the UNFPA component of the project in Georgia. The Project Analyst will work under the supervision of the Head of UNFPA Country Office in Georgia, in close collaboration with UNFPA Programme Analysts (SHR, HIV/Youth, Gender). 

 

You would be responsible for:

  • Coordinating with component projects and contributing to the country programme, by analysing information relevant to the EU4GE program priorities and drafting needed documents.
  • Supporting dialogue with the national partners to facilitate timely and efficient delivery of project inputs. Evaluating project and programme activities, establishing ways to systematically assess achievement and recommending corrective action as required and preparing regular inputs to progress reports.
  • Analysing and interpreting the political, social and economic environment relevant to UNFPA activities, and identifying opportunities for UNFPA assistance and intervention.
  • Assisting in implementing knowledge management strategies to capture lessons learned and best practices, sharing these with management for future planning.
  • Supporting CO in staying abreast of the national trends relevant to UNFPA activities, drafting background material and identifying knowledge gaps.
  • Contributing to development of National Action Plans and strategies to integrate priorities/activities from the perspective of the programme objectives;
  • Assisting in advocacy for policies, laws, programmes and National Action Plans that seek to shift societal perceptions around gender stereotypes and patriarchal norms limiting women’s rights and improve men’s involvement in care-taking of their children and participation in father’s programmes. 
  • Supporting the provision of technical advice for policy development/revision through undertaking review of national policies, and drafting reports, background papers and talking points.

 As a Project Analyst you will be supporting the following specific tasks to ensure Programme Management:   

  • Participate in the Technical Working Group (TWG) at country level tasked to coordinate programme planning, implementation, and operational issues. The TWG in Georgia will be convened by UN Women;
  • Pro-actively contribute to day-to-day project implementation and ensure conformity to expected results and project work-plans;
  • Advise all project counterparts on applicable administrative procedures and ensure their proper implementation; 
  • Contribute to the design, development and dissemination of project products and reports; 
  • Manage the logistics of and coordinating content development for related meetings, conferences, trainings, and other project-related events;
  • Conduct regular and on-site monitoring of all related project activities as needed and ensure documenting the findings and recommendations;
  • Provide necessary inputs for the project narrative and financial reports;
  • Prepare agendas and arrange field visits, appointments and meetings, both internal and external, related to the project activities and write minutes from the meetings;
  • Maintain project filing system; 
  • Prepare routine correspondence and memoranda; 
  • Receive, screen and distribute correspondence and attach necessary background information;
  • Ensure proper communications regarding events, success stories, project outreach, and overall scope and methodology (e.g. social media presence, drafting press-releases, etc);
  • Maintain records on all project personnel/national consultants and their respective status (contracts, ToRs, time and attendance – if appropriate, etc.) in accordance with accepted policies and procedures;
  • Develop all project component related contracts including individual contracts and subcontracts;
  • Follow up with the implementing partners and sub-contractors for progress report, submission of reports and recent data on target group and other information material;
  • Ensure logistical organization of meetings, training and workshops; 
  • Contribute to the programme and annual reports on activities undertaken, challenges faced, and results achieved within the programme, as requested by UNFPA HQ;
  • Substantially contribute to the CO resource mobilization efforts. 

Qualifications and Experience: 

Education:  

Advance university degree (minimum Master’s degree or equivalent) in Social Sciences, Development Studies, Human Rights, Gender Studies and related areas is required. 

 

Knowledge and Experience: 

  • Up to two years of professional experience in the field of development, focusing on social issues, either at the national or international level (working with UN would be an asset). 
  • Practical experience in design, management, monitoring and evaluation of development projects.
  • Knowledge about gender equality priorities in the country and related policies and programmes in Georgia.
  • Experience in working on knowledge management, provision of technical support, and preparing and conducting capacity building initiatives.
  • Familiarity with the civil society actors working in the field at the national and local levels. 
  • Experience in development of communication campaigns, and communication and advocacy strategies and material is an asset.
  • Strong analytical skills, the ability to work independently as well as in teams, the ability to adapt working methods and areas of work to the needs of the programme.
  • Experience using office software packages and web-based management systems.
     

Languages: 

Fluency in written and spoken Georgian and English; knowledge of Russian will be an asset.
