The Position:

The Programme Manager will work for the UNFPA Georgia Country Office, and in close collaboration with the government, national implementing partners and other stakeholders and partners will coordinate and manage overall implementation of activities envisioned under the Gender Equality for Georgia (GE4Georgia) Project and achieve targeted results. You will also support advocacy and policy dialogue to improve policy, strategic and programme frameworks, to address discriminatory social norms and harmful practices against women and girls, as well as contribute to the Country Office resource mobilization efforts.

How you can make a difference:

United Nations Population Fund (UNFPA) Country office in Georgia, together with United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) is implementing “Gender Equality for Georgia – (GE4G)” project, with funding from EU represented by the EU Delegation in Georgia. The timeframe for the initiative is three years (36 month), starting from February 2024.  The overall goal of the project is to support Georgia to advance in addressing gender equality gaps. The project has two specific objectives, which contribute to reaching the overall goal of the action, namely: 

1) Legislation, policies, and capacities are in place for gender-responsive policymaking and budgeting to ensure greater gender equality and prevention of GBV; 

2) Gender stereotypes, social norms, and attitudes transformed in support of women’s empowerment, greater participation in political and economic life, and combatting of GBV.

Through the project, UNFPA and UN Women will promote strengthening the capacities of the public institutions at national and local levels to address gender equality gaps, in particular those related to gender-sensitive policymaking and budgeting, ensuring measures for preventing and responding to GBV, and supporting empowerment of women and girls. Project will also ensure that legal frameworks and policies on prevention and response to GBV, gender equality and women’s empowerment are based on evidence gathered through sex-disaggregated data collection. Moreover, the action will address gender equality gaps by transforming social norms and gender stereotypes that condone gender inequality and GBV through awareness-raising interventions and engagement with girls and women, boys and men across national and grassroots levels. Civil society partners will be engaged by the action especially in the field of awareness-raising to facilitate the transformation of social norms and stereotypes. 

The project takes a holistic approach with three interrelated levels (national, local and grassroots) and applies human-rights based and gender-transformative approaches. 

The interventions under the GE4G project (UNFPA component) will take place nationwide with particular focus on Tbilisi, and the region of Kvemo Kartli and Samtskhe-Javakheti. The target population of the project is: society at large, women, men and youth with special focus on groups that are left behind, such as rural women and girls and ethnic minority population.

Job Purpose:

You will be contracted by UNFPA Country Office in Georgia to ensure implementation of the UNFPA component of the project. The Programme Manager will work under the supervision of the Head of UNFPA Country Office in Georgia, in close collaboration with UNFPA Programme Analysts (SHR, HIV/Youth, Gender). 

You would be responsible for:

Knowledge management and technical support 

 

  • Support technical dialogue with the national partners on aspects related to empowerment of women and girls, gender equality and prevention of harmful practices (focus on Son Preference) to promote a rights based and gender equality oriented approach to the subject;
  • In close collaboration with the national Implementing partner and/or technical experts support the provision of technical advice for policy development.
  • Contribute to development of relevant National/local Action Plans and strategies to integrate programme related priorities.
  • Support the CO in staying abreast of national trends and research by reviewing existing quantitative and qualitative data and research, drafting background material and talking points and identifying knowledge gaps.
  • Support evidence generation on the respective SDG indicators in collaboration with the national partners. 
     

Advocacy and communication 

  • Support advocacy for policies, laws, programmes and National/local Action Plans through preparing background material and engaging with national stakeholders.
  • Support the preparation and implementation of national campaigns and other communication initiatives related to the programme.
  • Support the production of other types of advocacy and communication material, including events and writing articles for publication online and in printed media; 
  • Support coordination to ensure coherence and synergies between initiatives supported by UNFPA and other national initiatives on the issues covered by the programme. 
  • Support the CO in documenting lessons learned throughout the implementation of the programme. 
     

Capacity building support 

  • Support the CO in the technical development and undertaking of the national capacity building workshops of identified national stakeholder and counterparts as needed, including CSOs, local municipalities and local Gender Equality Councils.
  • Support capacity building of partner CSOs in engaging youth, men and boys for promoting gender transformative programming. 
  • Support the documentation of national capacity building initiatives and the evaluation and follow up of identified action points in the workshops undertaken.
     

Programme management support

  • Ensure day-to-day project implementation and ensure conformity to expected results and project work-plans.
  • Ensure selection, registration and assessment of national Implementing Partners (IPs), elaborate Annual Work Plans and budgets as per project activities included in the project. 
  • Advise all project counterparts on applicable procedures and ensure their proper implementation.
  • Contribute to the design, development and dissemination of project products and reports.
  • Manage and coordinate content development for related meetings, conferences, trainings, and other project-related events.
  • Conduct regular and on-site monitoring of all related project activities as needed.
  • Elaborate project narrative and financial reports and ensure timely submission to donor. Provide annual inputs on results achieved within the programme, as requested by UNFPA Quantum Plus reporting system. 
  • Coordinate project implementation establishing collaborative relationships with experts, and other UN agencies within the frameworks of the project, through facilitating timely and efficient delivery of project inputs.
  • Prepare agendas and arrange field visits, appointments and meetings, both internal and external, related to the project activities and write minutes from the meetings.
  • Maintain project filing system and prepare routine correspondence and memoranda.
  • Together with the Communication & Partnership Team, ensure proper communications regarding events, success stories, project outreach, and overall scope and methodology that are aligned with UNFPA and EU visibility rules and regulations.
  • Maintain records on all project personnel/national consultants and their respective status (contracts, ToRs, time and attendance – if appropriate, etc.) in accordance with accepted policies and procedures.
  • Follow up with the implementing partners and sub-contractors for progress report, submission of reports and recent data on target group and other information material.
  • Support and provide inputs for the programme monitoring and evaluation process. 

Qualifications and Experience: 

Education:  

  • Advance university degree (minimum Master’s degree or equivalent) in Social Sciences, Development Studies, Human Rights, Gender studies and related areas is required. 

Knowledge and Experience: 

  • Minimum 2years of documented experience in working in the development field, focusing on social issues, either at the national or international level (working with UN would be an asset); Practical experience in design, monitoring and evaluation of development projects. 
  • Knowledge about gender equality priorities in the country, including on harmful practices, and related policies and programmes in Georgia.
  • Experience in working on knowledge management, provision of technical support, and preparing and conducting capacity building initiatives.
  • Familiarity with the civil society actors working in the field at the national and local levels. 
  • Experience in development of communication campaigns, and communication and advocacy strategies and material is an asset.
  • Strong analytical skills, the ability to work independently as well as in teams, the ability to adapt working methods and areas of work to the needs of the programme, solid written and verbal communication skills in English and Georgian are the requirements.
     

Languages: 

Fluency in written and spoken Georgian and English; knowledge of Russian will be an asset.
